Be a little more specific... The pedal is loose? If thats the case, just look underneath your dash on the left side and its real obvious which bolts are holding the assembly onto the truck. If you can find them let me know and maybe I can take a picture of the rain stops.

Jack up the rear end. There is a small slot at the bottom of the backing plate that you put a screwdriver in and move the starwheel until the brakes are tight. Keep spinning the tire by hand and keep moving the starwheel. When the shoes drag lightly all the way around the drum, they're adjusted. Repeat for the other side.
If the parking break still isn't tight enough, you can tighten up the parking break cable. It's about halfway back along the frame on the driver's side. It has the single cable going to the cab on one side and two cables, one for each side going to the drums.
If it still doesn't work, then you either have some broken hardware inside the drums or your cables are all stretched out and will need to be replaced.
