surges

We have a 93 7.3l with adjustable throttle pedel. When fuel guage is below 1/4
tank veh will surge rpm up and down not as pernounced at high speeds. Pedal assembly has been replaced. Any ideas?

There is a mixing chamber inside the fuel tank that will let you suck air into your fuel lines when it gets 1/4 tank or below. Temporary fix is to keep 1/2 tank or more or you can fix it altogether by dropping the tank and eliminating the problem. Here is how its done.
