You will be getting them from the Sovereign Seneca Indian Nation. (NY)
Note: They have BIG Money and some of the bucks are very good lawyers. They will not give out your buying info to any government for any reason! Been to court to on this and won!!!!! The key here is Sovereign Seneca Indian Nation....
My wife gets off on this, as she is an Alaskan Native Indian (Tlingit).
That's how we found about buying cigarettes for them a numbers of years ago.
What Deane & I buy is Native Cigarettes called Seneca. $11.99 a carton. With shipping come to about $13.99 a carton.

At the time I put up the post, I did know they had started a Friends = Free Smokes. I never saw ad as I have a saved order on their web site and go right to when ordering.
Anyway for every new customer we send, we get $7.50 off our next order or a free carton of smokes..If you want and this is totally up to you, give them our customer # 62592 over the phone or as a referral on the web site when ordering.
They do not take cards of any kind. You pay by check on-line or over the phone. Kind of like a e-check.
