If you are just here for college then you will not need to change your tags or get any of the emissions testing. The state does not consider you a permanent resident as long as you are a full time student with ties to some other state.

The only counties in Indiana with smog testing anyway are Lake and Porter (by Chicago) Clark and Floyd (by Louisville). Amazingly enough Marion County does not require it.

Amazingly? You mean you can't figure out why the rule makers made rules that didn't apply to themselves? The real kicker is that Indianapolis was on the last top 10 air polution list.

IIRC Clark and Floyd improved their air quality so much that they were able to suspend testing. Since Lake and Porter are downwind of Chicago that will never happen here.

The emissions testing was not put on by the State. Good ol' federal EPA did that for us. Marion County is really close on the air quality, and I'm sure soon we'll see Marion plus the bordering counties go on the emissions testing program. Of course I've been saying that since 1990 and we're still just skating by without requiring testing.
