Interco makes several tires in the 35x10.50x ## range. Though those are a lot smaller (they look like pizza cutters next to them) then 38s, in real life, if you are running 38s now.
I double checked Denman, they no longer make any good off road tires in anything close to that size unless you step up to the 20" rim. Then you can get the winter traction tire in 38" x 10.

Like previously stated, some 38x11 boggers or TSLs are pretty skinny, and are at a good price.(Around $220 each for the bogger).
If you want taller, then the only thing I can think of are some 41 or 42" Iroks that are either 13.5" or 14" wide. That isn't real skinny, but for a 42" tire, it's fairly skinny.

Not as tall as you asked about, but:
http://www.intercotire.com/site32.php (34x9.50) Deep lugs, excellent mud tire.
A 255/85R16 is another locatable "tall & skinny" size (33+"), but still not anywhere near as tall as you asked about.

Are you running these tires on the street? If so, what are you going to do about the ice? Sure you might cut through the powder, but as soon as you hit any ice those tires become skates. I live in a snowy/icey climate and I've only seen one guy run boggers up here but he was also running 1000 studs among his four tires. There was another guy running tsl's, but he had them siped really well. Just a thought.
