Rob, what Mike's referring to is making adjustments to the waste gate to limit boost to 28lbs. Your particular issue is different, since you're not making sufficient boost. As a place to start I'd suggest checking the up pipes for leaks. I'd also suggest posting your problem in the 99-03 7.3 section. Those folks will have you squared away in no time.
