Probably. On my 94 F250 it does require a special tool. Kind of a big flat plastic washer with a collar in the middle. The collar slips around the neck of the filter and disengages the locking fingers so you can remove the hose. Least that is the theory.
On my 94 the biggest problem is getting your hands in there with enough leverage to pull the hose off the filter.
Becareful, some filters dent and the neck bends easily, so you have to be careful how you yank on that sucker. Mostly a problem pushing the hose back in place.
Most parts shops have them, usually in color coded sets for something like $5.00.
Not sure if it is possible to remove them without this tool or something similar.
