I have seen many Jeeps with OEM lights on the roof and all had covers.
There are lots of regulations we don't know about but that is not an deference to any law in effect.
For example, it is illegal to travel in the left lane of two lanes or more for more than about 2 minutes? Adimttedly very hard to enforce on a crowded hi-way but still could be.
Do out of state travelers know this? I doubt it.
This is why the inspection laws take up volumes in books.
A lot of laws are the result of simple minded law makers in state gov and although rediculas, are stiil on the books unless repealed..
Most of the time an officer will give a warning about some obscure law broken unless he sees it repeatedly done by the same vehichle.
Just saw this evening, an F250 with 4 new uncovered light in a 4 square cluster between push bars above the bumper at grill height. Don't know if it is legal.
Saw another truck a day or two ago with lights on the roof uncovered.
Depends on how much attention an officer is taking.
If it were me and I could write fines, id'ed be rich by now.

R title does not mean anything for emissions, it still has to pass the standards set for the original vehicle.

Lights under trucks are a nono 2 and anyone can fight these because NOT post but is a waist of money. I know I did. Its fog light low beams and driving high unless from factory. Don't fight I know and did. And the law I read if truck is lifted( 30" OR ) need to lower or place secondary bar under bumper. My lawyer pointed that one out. Good luck guy's

What year is the truck?
Is the CEL on?
97 model year up the OBDII is looked at from the data link under the dash by the inspection shop.
This is sent directly to the motor vehichle dept. on a data line.
On all the earlier vehichles the gas cap is tested for a seal and the hardware is looked at for just being there.
Sounds funny but that the way it's done.
The rest is mechanical inspection for tire condition, wipers, lights, turn signals, windshield, brakes and front ball joints or other suspensions and exhaust leaks plus an insurance card proving you have it.
