Rear Brakes and headlights

I have a 91 f.150, i just bought it and it had been sitting for about a year, the rear brakes seem to be engaged, the parking brake light is on, you can not release, and you can not push it, ive taken the rear drums off, knocked all the rust off, and painted them, as of now there is a broken brake line, the one that goes behind the front axle to the passenger side, i got a new one but havent put it on yet,
the regular headlights do not work for some reason, checked all fuses, the high beams work, parking lights work, tail lights work, the licence plate lights on the rear bumper do not and the flashers come on real dim when you turn them on, the flasher module in the fuse box is fine, tried it in another truck, even when you take it out they still click and light very dimly
any help on any of these topics would be very helpful
