1995 5.0 No start

1995 5.0 No start

I've got fuel but no spark. I followed most of the Chilition's troubleshooting guides... ICM tested good at Napa and bad at Autozone. Don't know who to believe. I did test the TACH output to ground and got a nice bright and plusing light which the manual said is a bad coil. I tested the primary and secondary circuits on the coil. The resistence fell in the limits. The only two things I can see is that the primary circuit on the coil varies as the ohm meter is on it (but still within limits) and there is only .9 volts on pin #4 going into the ICM. Can I apply 12v to pin#4 and if it starts I have a bad ignition switch? Sorry so long but I wanted the info here. I stumped.

I know this is necroposting but I had fits with the same problem in my '95 5.0 and found it to be a relay in the power distribution box under the hood. I don't remember which one it was but it went bad when my Jacob's Mileage Master ignition system started to fail.
