Do you have to drain the fuel out of the fuel bowl to chanage the filter?

Why would you have to drain the fuel out of the bowl to chanage the filter?is it a must

Don't drain the fuel. Pull out the filter, put in new filter and put the cover on. Turn key to on position and wait 15 sec for the bowl to fill and then start truck.

i never have drained the bowl. just have to put the new one in slow to soke up the fuel or it will over flow.

It's usually a good thing to drain the fuel out incase there's some water in the bowl.

Last time I did it, I drained some of the bowl and not the whole bowl
