explorer rpm

I have a 03 sport with 4.0 engine,it idles fine,but if i increase the rpms(in park) @3000 it spits and sputters.yet on the road the thing pulls fine thru the whole rpm range.Is there some kind of cutout that prevents you from going past 3000rpms in park or neutral?

There is a govenor in park and neutral, but I always thought it was 4000 (I've never tried to find out) But maybe it's 3000? I don't honestly know.
