They will only come on for one second each time the key is turned to the run position.
Note that the power will come on again if the engine is cranking or running.
What happens every time the PCM sees a PIP pulse it will ground the fuel pump for one second.
A PIP pulse happens faster than one second when the engine is cranked or running.

If you want work on the circuit just ground pin #6 of the self-test connector and turn on the key and the pump will run all the tine the key is on.
