Check fuse #30.... IIRC. Your fuel heater may be shorted, so if the fuse is blown, unplug the fuel bowl heater before you replace the fuse, or it'll blow again.
When this happens, the WTS light as you noted does not light, whereas with the CPS it will still light, as far as I know.
Here's some info on what fuse #30 (which is a 30amp fuse) protects, from the owners manual...
PCM Relay Coil, Ignition Coil (Gasoline
only), Fuel Heater (Diesel only), Wastegate
Solenoid (Diesel only), Injector Driver
Module Relay Coil (Diesel only)
If the fuel heater shorted, it blew the fuse, which also protects the PCM relay coil, so your PCM ain't getting power, so no WTS light (and no start!).
At least now you've got a known good extra CPS, assuming this #30 fuse is the problem.
