Parking barkes sticking

Recently my parking brakes have started to stick. When i release the brakes they will drag for a little while then i will hear them pop loose. Any suggestion on what i should look for to stop this?

Take off the wheels and check for anything loose or binding up? Does the parking brake pedal feel the same or is there more travel than before? Maybe the cable needs adjusting?

Had this happen to my 01’ I dident get a poping noise though, they would slowly release after a few miles. I don't know if 97 is the same, but pull off the rotors and at the top of the brake mechanism is a hinge, mine had gotten fouled up with brake dust, work this hinge back and forth and try to clean it out, I used a little wd-40 to help the process along. Worked fine ever since.

I pulled the drums off and cleaned them good. Driver side park brake seems like it is not engaging at all, and passerger side brakes will engage but not release. I can tell that the passenger side has been draging more the the driver side. Could the cable be seized up. The cable boing into the pass side brakes seem to be more rusted the the driver side.
