Actually, I think the sensor that deploys the airbags is mounted on the pillar right behind your grill. What did you hit? 15mph and your truck buckled up that badly? As long as everyone is ok.
NO! the air bags are designed not to go off in a minor crash, although alot of damage was done, the speed wasn't enough to warrant an air bag deployment, they may have caused more damage to you than the accident. The seat belt pretensioners should have gone off, which pull the seatbelts tight by about 2", only if you had them on though.

I dont think speed is the only factor in deployment. There are MANY factors that go into whether they deploy. We can only speculate..no concrete yes or no answer. Yes, its a lot of damage, but like xtrm mentioned, it might not have been enough for deployment.
Any speed below 25mph hitting a concrete barrier they are not designed to go off - they do more damage to the driver/passenger than good.
If I was you I would be happy they didn't go off.
You can check to see if the airbags have gone off by removing the steering wheel cover - this needs to be done by a qualified technician as you don't want the airbag exploding in your face.
