Are you talking about driver's and passenger side windows or the windshield?
If it's the windshield, Pauly "walnuts" and Joe "bag of donuts" take you for a ride....
If it's the driver/passenger windows, you must be able to see into the vehicle. I don't remember the exact percentage number, but I think it's listed on the state DMV site.

In New Jersey, 39:3-75.2 governs the use of tinting material. The penalty is a fine not to exceed $100.00. There is actually a provision that allows for tinting for " Medical Reasons", however, be very careful, because I have never encounted this before. The safest course of action, go ahead and tint as dark as you would like starting from BEHIND the driver ( rear passenger and rear window ).

About five years ago I got tint tickets and the fine varied by township...as stated in the quoted title 39 they never exceeded one hundred dollars...well, one was $100 plus court costs (plus it was a court appearance required) but the fine did not exceed.
Given my new truck now has tint, I guess I'll be finding out how things are now first hand. I never got bothered too much in the past and I don't expect to now. Personally, I can understand why cops don't like tint...which is why whenever I've gotten pulled over I've always made a point of rolling all the windows down enough so as not to try and hide the tint but enough to allow the officer to see into the vehicle and feel a bit safer. If you're one of those knuckle heads that makes a cop walk up to a blacked out vehicle and wait for the glass to come down then you'll almost surely get a ticket.
One thing everyone with tint needs to remember is that you are now driving around with cause to be stopped ...where it goes from there is up to you and what your doing I suppose
