Let's review.
You have a reg 4 spd and a 3.08 axle, and terrible gas mileage.
Options:
1. Change to a 4OD or 5OD. Not sure you're up to the task.
2. Change to a lower numeric axle... perhaps 2.47. That would drop your rpms by 20% in 4th. (OD drops them by 30%)
3. Tune up engine. Personally I think 10 mpg points to a mis-tuned engine more than an inappropriate drivetrain.
4. Buy a truck that has a drivetrain suited to your needs. A regular 4 speed and 3.08 axle is not a highway pleaser.
before i tore into my 300 and then broke my hand, the best i got mileage wise was 11...here's the truck...83 f-250 4x4 300-6 4 spd granny 3.55 gears, x-cab, unladen weight of 5600 lb....common sense tells me that that isn't too terribly bad for that total combination....once i'm done replacing the broken head bolt and gaskets, i'm gonna put a rebuilt carb on it and see where it is....down the road, i'm gonna build a 300 with cam, intake, machine-work, 2bbl carb....should be fun...

p.s. when i tore the engine down, i was averaging about 8 mpg.....lots of in-town and 65+ highway speeds
