Where exactly is the block heater at in the block? Want to make sure the truck has one. If not, can it be added easily? I plan to do the green to yellow coolant upgrade at some point in the near future anyway.

The factory heater is incorporated into the oil filter housing. If you have one, there should be an orange cord plugged into it. Follow it to the front, it maybe still tied to the frame if it's never been used.
Engine block heater is located in the oil cooler under the driver side exhaust manifold. You have to look from under the truck. The oil cooler is a silver cylindrical shape under the exhaust manifold. Plain as day from under the truck. The wires for the heater come out the end of the oil cooler closest to the cab. I think the wires are orange at the cooler and turn to black closer to the front. Not positive. The heater plug is usually located in the center opening in the bumper somewhere under the radiator. You have to fish your hand around in there a bit to find it. If you start at the cooler under the truck and follow the wires you will find the plug. The wires run in a black plastic tube in the left front tire wheel well along the frame. I think all trucks have a heater built in.

It just heats the water. Doesn't really do nothing for the oil. Not enough oil in the cooler to make a difference.
The heater is a crappy setup too. It would work much better if the heater was actually in the block. IMHO. I think you lose a lot of heat to the air. I would warm that cast iron a whole lot better if in the block.

What about a 99 7.3L E-350. I know what the f hes got an e. So I straddle my powestroke it doesnt make me less of a man, although after 8 hrs of wagging by huge bus like behind around city streets I do sometime squat to pee, which is question 2 where do I drain my filter.
