Yes I believe on the earliers Superduty models the lower fisheye mirror was fixed in place... as well as the whole thing not being able to slide in or out. Some guys have done a fix on the lower mirrors using rubber tubing and slipping it over some sort of clip so it doesn't engage all the way, allowing you to adjust it.
I was adding lights on my 2000 mirrors recently and busted one of the little mirrors when I was removing it. Now I've gotta order a new one... for about $30.

The drivers side bottom mirror moves and adjusts nicely, and there are obvious wear marks from the mirror being telescoped. The passenger side bottom mirror is watching the neighbors field when driving and is stuck and will not move period. Looks to me like is was never adjusted right and just left to set-up tight. If I could at least get it to move in a little so I can watch the trailers when I tow, that would be great. I dont really care about the telescoping part, they appear to be out most of the way, if not all the way. Thats fine for me. Just the little mirrors are bugging me.
