I don't think the grinding of the position sensor would trigger this. It just telss the computer if the EGR is open or closed. It sounds like you fixed the 0402 problem. Now you have just found other issues. Sometimes the O2 sensors get lazy. You will have to replace that one. As for the 0466 code, i don't have a clue. Search this forum (and others) for this code to see if there is something out there to point you in the right direction. I would also do a google search on "OBD II Code P0466" and see what comes up.
i found a forum where a guy posts a 97 ford explorer same code said he took the spare tire down and there was a sensor/vent with a filter he said he cleaned the filter and the code didn't come back been 10 days. I will try that first. as for the O2 im gonna reset the computer after i try cleaning the filter/sensor and see if it comes back. I drove it 64 miles and the only thing that popped up was EVAP 446 so maybe the O2 sensor will work just enough for me to get it inspected. They told me i had to drive the vehicle 100 miles before it would pass testing on the OBD 2 inspection. Is this true or will 50 miles be enough? you said something about it cycles every 45 minutes of driving.

Not sure what the exact amount of time or mileage is. I think a 100 miles is a good safe number to ensure you cycled the computer once without triggering the light. You seem to be able to drive less than that to get it to trigger. The OBD II inspection will look to make sure a full cycle was completed without a light. Let us know if you fix the 0466 code.
