Ford has specific recommendations on using heat on frames. The thread link above has the info. Grinding the head and drilling is the easiest method to remove rivets.

I perfer the 4 inch grinder and grinding the rivets, and with a punch and a heavy hammer or mallet pound out the grinded rivets. Do forget to wear eye protection and ear protection.

if you grind the head from the outside in and leave a cylinder in the middle the size of the hole you dont need the punch. thats nice. also if you really cant pound it out, just tape a bag full of ice to the frame over the rivet after you grind off the head, and leave it on for 10 minutes or so. then you can just about push out the rivet with your finger.
