90 5.0 stick blowing cruise fuse (no airbag)

my 90 F150 is blowing the horn/cruise/cig lighter fuse as soon as I put it in. I don't have an airbag, so I'm guessing the cross spring advice doesn't count. What should I do?

If you have buttons on the steering wheel, you do have some sort of brush or clockspring network behind the steering wheel.
