cavalier steering locking up

a friend of mine has a 91 cavalier, the other day in town the steering got really tough to turn, it wasn't locked up like when the key is off it just got really tough to turn. then it stopped but still every once in a while it will still do it. anyone know what could cause this?

The power steering rack is failing, the only good fix is to replace the rack.
