I don't know ... a lot of times you can hear a serious vacuum leak: sounds like whistling sound, high pitched. You can still get the accelerator pump to squirt out fuel if the floats are set wrong and the engine starts and then dies. Sounds like you know the fuel filter is OK, so I would wonder about the float levels, especially since with a points type ignition you should be able to test spark against block (color, intensity of sparK) to insure that the coil is OK.
Is your exhaust free and open?

It sounds like the 390 carb possibly has a fine metal screen in the needle & seat, and is plugged this would cause the problem you descibe. The other carbs base is different & is sucking air. JMHO.
