AC Switch Problem

AC Switch Problem
Here goes...
My 97 Expy turns on the AC compressor when on Max AC, AC, turns off the compressor for Vent, then turns it back on for the rest of the settings (defrost, floor, etc.).
Also, when I have the temp set to cold and I turn the control to AC or Max AC, it sometimes blows warm air...if I move the temp switch from cold to warm (maybe 11 o'clock or so on the switch) then back to cold, sweet, sweet Arctic air abounds.
So...do I work it from a vacuum hose problem, or do I just replace the entire panel?
P.S., my AC skills are limited (I'm more of a top end/electronics guy myself), so please provide any answers in laymans terms!
