Cruise control & horn not working?

Hi all, I have a 1988 f-150 4 x 4 302, tilt steering wheel & neither the horn or cruise control work, I got the truck from my father & have had it for 3 years.
In all this time they have not worked, could the slip rings on the turn signel switch be the problem, I have taken the pad off of the steering wheel & grounded the horn wire but no horn.
Any help would be nice.

There is a part called a "clock spring" that is responsible for carrying the current for the cruise and horn in the steering wheel. Most likely the problem is with it.
