Reduction in idle speed during warm up

I have read in previous post that a dirty or cloged EBPS may have the effect of lowing idle RPM's during warm up. My truck (f250 CC LB PSD 2002) would idle at 1000 - 1200 RPM's at the start of winter and sound like a jet was about to take off it now idles at 700 - 800 RPM's. Could this be caused by a restricted EBPS? The lower idle speed would not be a problem except I also feel a seat of the pants loss in power, not 100% sure that there is a reduction in power or if Im sensing things that are not there because of the lower than normal idle speeds during warm up. (this assumed loss of power is felt at all times not just during warm up when I can here the EBPV)
PS the EBPV appears to open and shut during warm up due to the fact that I can hear it until the pedal is mashed.
