A bad p/s pump will groan and be harder to turn at slow speeds or when stopped. I don't think it would make any sloppy steering problems.
If you have sloppy steering, you should check for bad ball joints, wheel bearings, tie rod ends, and make sure the steering box is tight and mounted tigh on the frame. Have somebody turn the steering wheel back and forth and check for any loose parts.
