fuel loss in fuel filter

I have a econoline 350 Ford 7.3 diesel 1990 model. My problem is that it loses fuel in the fuel filter. I fill it up and screw it back on and shoot it with starting fluid to start it and it will run. When you cut it off and let it set it loses fuel in the fuel filter. Any suggestions would be helpful.

Don't Use Starting Fluid On Diesel Motors!!!!
How did you find out the filter was going dry in the first place? I'm thinking fuel pump or a fuse?
