The RPM change is built into the electronics of the truck and yes, it's normal.
The noise your are hearing is the exhaust backpressure valve. When it's cold this valve closes and is supposed to help warm up the truck quicker by restricting the exhaust flow out of the engine.

Yes, once the engine is warmed up it should stay open. A diesel takes a while to warm up. The best advice I can give is to plug it in when it's really cold outside and drive it easy and keep the RPM down until it's warmed up. In extremely cold weather, it will take quite a while to warm up and if you sit idling for a while the engine will cool down. If you live in an area with extreme cold you might consider a grill cover to help it warm up quicker. You could also buy/make an auxiliary idle controller that would allow you to idle the truck at a higher RPM in the driveway to warm up. Don't bother letting it idle any longer than it takes (without the AIC) to clear the frost off the windshield, the truck won't fully warm up until you drive it.
