Anything that holds moisture and allows it to permeate the protective coating on the metal can accelerate rusting.

Pikachu is right. Anywhere moisture can collect will promote rust. Dirt and mud will prevent areas from drying out and cause rust-through. Just look at the typical rust-out spots on these trucks. Cab corners, door bottoms, wheel arches, etc. All of these areas have a couple things in common. First is that all of them are areas where two peices of metal join. And most of the time they are joined with spot welds. Cab corners and the wheel arches both contain spot welds and very little-no drainage and poor inner panel coating. About the best design to ensure rust-out. My cab corners had no drain holes. The only drainage I saw was plugged up with a goop of factory applied seam sealer. Needless to say when the new corners went in the caulking was removed and drain holes were added.
