Front End Problems/Cupping

I just bought a 2001 F250 2WD Super Duty. She's got 67K Miles. After purchasing I noticed the front passenger side tire was cupping. It would make a "woo, woo" sound and periodically the sound would intensify. I put four new shocks. The sound reduced by about 90%. I figured the remaining sound was due to the tire already affected by the cupping. I put the tire in the rear passenger and brought that one to the front. Now the sound is gone from the front, but it suddenly developed a hell of a shimmy at around 65MPH. Also, it seems as if there's a little play while steering. I never noticed the "play" in the steering wheel with the cupped tire up front. WEIRD! I jacked her up and started shaking the tire from the top and bottom. Not much movement noted. However, I locked the steering wheel and shook from front to back and the entire steering system moved. It would also move the drivers side tire. The steering wheel wasn't moving, but the entire pitman arm was moving. Any thoughts? This is driving me crazy.

When checking the tie-rods and ball joints should both front tires be lifted? Or is lifting the affected tire enough?

You don't need to lift the front to check the tie rod ends if you have root move them in and out (should be NO in-out movement). Ball joint and wheel bearing check only requires the side you are checking to be lifted. However having the truck on a rack makes the whole process go faster!

Low tire pressure and any single bad component will cause a tire to cup.

Thanks for the reply! The tire pressure seems okay. I got plenty of side-to-side movement, but it didn't move only the tie-rod end. It moved the entire steering system as I THINK it's supposed to.
