My 2000 did that as well and all I did was pull a relay out of the fuse box in the drivers compartment and put it back in later and it worked great so I don't know what the deal was but it hasn't happened since.
The horn on my dad's 1995 F350 PSD does the same thing. It is fine if the truck is running but as soon as you turn it off it just starts honking continuously. I replaced the relay, horn button, fuses. never could figure it out so I just unplugged the stupid horn.

Do you have one of those keyless entry systems that have the remote with the panic button on it. If my leys are in my pocket it will sometimes trigger it.
Mine did it while driving down the road and it scared me about half to death.
I know that this is off the subject of horns but I just read your post and I had to start laughing. I had just pulled out of a farm from picking up my last load of milk so I was fully loaded. Being fully loaded you cant just stand on it and go, so as I was building speed I noticed a pick up truck right on my tail. All of a sudden one of my air bags blew from under the rear of my milk truck. I ducked cause it sounded like someone was shootin at me. I pulled off the road cause I started loosing air pressure so the truck passed me. On their way by I noticed a woman in the passenger side holding her chest and smiling and the driver was laughing his butt off.

Mine was at about 2:15 Am so I didn't see anyone but I pulled over and tryed to find the damn horns and I think that they are under the passenger battery some were that I can't get to so I decided just to pull the fuse. When I realized that more than just the horn was run on that fuse I noticed it click so then I figured out which relay it was and pulled it out and put the fuse back in. Later that day put the relay back in and haven't had a problem since so go figure. At least mine wasn't an air bag.
I have seen this problem before and it is where the horn contacts on the steering column come in contact with the steering wheel get worn or broken, they will short and cause the horn to just stay on or honk for no reason.
