I have been trying to figure out what the 3 tabs attached behind the backseat. The tabs have rubberbands around them. Two of the tabs are behind the two backseat headrest.
They are attachment points for Child Safety Seats. The Government mandated that all vehicles manufactured after a certain time have them. Take the Rubber bands off quick, before they melt to the straps and make a mess...I got mine off just in time, as they had started to stick but all the residue came off.
If you want to not look at the thing sticking up in the rearview mirror, bend the staples straight and pull the plastic cover off----then the strap is still there but folds down nice behind the seat. Don't cut the straps off, as it will affect re-sellability down the road.
Funny thing is. Both of my child seats have tethers on them but even at the shortest tether length, they are too long to hook up to my truck's straps??? Go figure.

I haven't used the straps but the owners manual says to loop it thru the one above the child seat and then route and attach it to one of the other loops.
