4.2L P2196_ No Fuel trim values from sensors downstream
First time post and Novice mechanic.Need some help diagnosing why my 2005 Ford Freestar which is running way too rich. I have the 4.2L with 192K miles and recently just changed the intake manifold, fuel injectors, new plugs, new PCV hose connector, new spark plug wires, new MAF, new oxygen sensors (2 upstream and 2 downstream). No vacuum leaks and Im still getting P2196 O2 sensor stuck, rich bank 1 sensor 1 and P2198 O2 sensor signal stuck, rich bank 2 sensor 1. As a result I'm burning twice as much fuel and I'm not sure what else i can do. I hooked up my scanner and im getting the following data (which i believe confirms too much fuel - see trim data below):

-O2S B2 S1 (V) 0.850
-STFT B2 S1 (%) -24.2
-O2S B2 S2 (V) 0.940
-STFT B2 S2 (%) NA
The catalytic converters has been gutted, will this cause (NA) readings on S2 of both banks? I'm using too much fuel, Any help is greatly appreciated.

If you have no working catalytic converters which are working your engine computer gets wrong informations from your O2 sensors.
Thast may cause your high fuel consumption. How looks your exhaust end pipe? Should be gray not black. And check your ignition spark plugs. Should be Light Brown
