Here is a possible solution to your question. I have a 99 explorer and I had the same problem. There is a service bullitin out and I believe it is for your year of explorer too. I posted a message previously and stated what the service bullitin was. I can't remember it off hand. They had to go in and change some stuff with the fuel lines and such I believe. Search for my old post and then ask your nearest service dealership about it and if that could be it.

It could also be a fuel pump though too.

Just to let you all know, I took my explorer in and there is a service bulletin on it for hard starting. I belive it is for the 99-01 explorers that have a hard start after sitting for an hour or two. it is a fuel pump regulator I believe that always the gas to drain back in cause it stays stuck open. Just to let you all be aware of this in case it happens to you. I am getting mine fixed in a couple days!

This is what I did. It was a fuel pump regulator. Talk to them about this and see if this could be the case???

I am not sure what kind of ignition system the newer explorers have, but I ran into a problem on a 91 4.0 Litre with the same starting problem. It would take about 6 to 10 seconds to start it as well. I changed the ignition module (EDIS-6) and the problem was solved.

It won't just go out. I started having wierd driveability problems with my 92 years ago and it was a bad pressure regulator; stalling, pinging, low power. I cut it open and found that the valve seat wore on one side only and it would occasionaly stick open. Took a while to find the problem and the computer tried to compensate. After replacing the regulator, the computer couldn't relearn even after 200 miles. Had to disconnect the battery. Easy replacement. My aftermarket cost was about $50.
