Depending on the build, those numbers are reachable. As for the fuel injection, you can either get the heads (the 68 heads wont match factory EFI), manifold, Computer, etc from a later 460 EFI motor, or go with a Holley Pro-jection which is available as a Throttle body Injection unit that will bolt right on your manifold, or as a Multi-Port Injection, which would need a manifold modified for the injectors.

If you are talking about factory type multi-port EFI, then 400lb-ft is easy -- The '96 460s came off the line rated at 400lb-ft. 400 HP is a different story. That same '96 motor put out about 250 hp, and getting another hundred-fiddy would be a long, expensive process.
Not sure how much $$$ you are willing to part with, but one of the aftermarket fuel injection systems would be my choice - You'll get everything you need in one shot and it will be more easily tuned for later modifications. I know Edelbrock and Holley both make "universal" throttle body injection systems that replace your carburetor.

Final point - At least 80% of your torque and HP come from the "inside" - cam, heads, pistons, compression ratio, etc. The fuel-delivery system is more about making those items work; i.e. driveability.
