My friend just bought a new 2004 Chevy Silverado Supercrew 2500 HD and he told me that his truck is normally governed at 99 but that when you turn on the emergency flashers you can run over 99 because that disables the governor. Does that sound accurate? If so, does that apply to the Expeditions? I have an '03 Eddie Bauer 5.4L Expy.

I doubt it too. I think these things are speed limited at around 105 and you'd have to be insane to go any faster in a stock truck. If you must, give it a try, but I'd bet you'll be disappointed.

Now if you install a chip or use a tuner, these can increase the limiter.
