The arm goes on top of the eccentric right guys? Been a while since I used a mechanical. You can loosely thread bolt bolts once you get the arm in the right place. Turning the engine over a bit might help also as the eccentric might be at its fullest extension right now causing the arm to have to move a good distance to make the base flush with the timing cover.
Ok, her you go. make sure the fuel pump eccentric is all the way up. use a screw driver or a small wooden dowel rod and stick it in the hole. when you place the rod in the hole start by pointing it down towards the oil pump and then lift up till you feel the eccentric. then rotate the crank till you fell the rod go up, stop just as you feel it start to go down. then in stall the pump. an old ford mec showed me this trick a long time ago. not to mention a few other tricks of the trade. hope this helps.
glad I could be of help. it has been four years since I did this for ford and you guys are knocking out the cob webs. I love FTE, wish I had found this place a long time ago. keep them old trucks rollin on
