I would imagine it's an 01 F-150, as stated in the title. Have you check the cable running from the hood release? I would start there. What else have you checked?
When you pull the handle does it feel like it is still hooked up and is hard to pull?
You might try having someone push down on the hood while you pull the release and see if that helps.
Thanks Dave, have somebody pressing down on the hood while i pulled the handle opened it. The springes in the latch had rusted, sounds odd, but I live 100ft from the beach, so the salt air must blow into it.

pull the latch, and quickly smack the corner of the hood toward the front of the vehicle......this is what I hafta do to get my girlfriend's hood up on here blazer.
I have to do what JeremyH does..... Use one hand to pull the handle and with the other hand reach through the door and smack the corner of the hood.

On mine, the handle would release the hood, but the latch under the hood was near impossible to get open. A little WD-40 and a lot of working the latch, and it no longer sticks.
Yeah, once you get it open, spray some shop solve, some degreader, and some wd40 on it to clean it then lubricate the latch. I had the same problem on mine, and now it works wonderful.
On my old 92 Crown Vic I had problems with the latch for years and we adjusted the cable and lubed everything up. Finally I realized that the latch receiver was loose and it was moving causing the opening and closing problem. I guess its something to look at because everyone seems to look at the latch mechanism.
