At those temps, it is probably quite noticeable. I never see temps that low, and I can still feel the difference in my car.
The only way to get a similar boost at average temperatures is forced induction or use of higher octane fuels.
Not to say that your carb is completely optimized. But, if it were, you'd still see a boost by funneling in cool air.
They do make some fuel cooler setups now, that are relatively simple. But, I don't imagine thay make near as much difference as having the cooler or more compressed air.
