Replacing actuator right rear on 2001 Navigator and unable to remove brake cable.

Need info on how to remove/ replace parking brake cable onto a new actuator. My rust bucket is a 2001 Navigator.
Well, I was going to cut it off but the whole end of the brake cable broke off. How difficult is it to replace the whole parking brake? It is the passenger side. Does it go all the way to the foot pedal or is there a junction somewhere. The whole cable is 105" long. Do I need to replace the backing plate? It cleaned up pretty good. Thank you!
