About the shape of an Accel Kool Blue

I bought an Accel Kool Blue (cheaper than K&N) and noticed it doesn't have that rubber bullet on the end of it. Do any of you think it really makes a difference with or with out that piece? Not to go against the engineers design, I might cut it off the Fram and 5200 it to the new one. Could it be there for airflow? or to baffle the intake noise?

I think that it is there to smooth out the airflow around the nose of the filter. The stock, Fram, STP, K&N all have it.
It wouldn't hurt to "adapt one" to that blue filter.
