Recently bought a 2000 Expy XLT, 4.6L without a tow package.
I intend to install a hitch and tow a 3000 to 4000lb ski boat 3 or 4 times in the summer. I may need to turn off the AC going up hills but other than that I should be OK, shouldn't I??

You might want to invest in an external tranny cooler. Let me rephrase that, you SHOULD invest in an external tranny cooler. Trannys really don't like overheating.
The tow pkg adds a transmission cooler, heavy duty signal flasher, and sometimes different rear end gearing.
A 4k lb boat should not push the limits of the vehicle enough to really need any of the above. I would recommend a good Class III hitch. Doubt you will have to turn off the AC. The 4.6 will do OK (5.4 would do better) just remember to tow with the Overdrive OFF.
On a year 2000 I would see if the brake fluid has been changed. If not I would change it. 4 years is enough time for the fluid to have absorbed enough water to cause performance problems that will only get worse when towing. Also make sure the transmission fluid is in good shape.
I have a friend with a 2002 4.6 w/o the towing package. We frequently tow his 4500+ boat with his truck. The truck does fine with the AC on. There aren't many hills in Florida though. The first thing he did was add the tranny cooler when he bought the boat.
