Traded my 4x4 for a 1999 250 SD
Guy drove 375 miles to bring me the Ford. I drove it 4 miles home that day. With block heater plugged up, tried every morning and every eve for 8 days, no start. GP solenoid woth 12.3 volts key off, 10.5 at both post with the "Wait To Start" light on then suddenly she fires up on the 8th day. Drove to the gas station, got fuel, onto leave and when put my foot on the clutch and felt like i touched something with my left foot and truck died.
Towed to my garage, checked All fuses, relays and diodes. Even switched relays and diodes from a parts truck. Has a hydra chip, I removed it, no change, "Wait To Start" light does Not come on. The GP solenoid has battery voltage on 1 terminal, no change with key on. Acts like there is no power tonl the ECU, removed the Hydra, No change. Reinstalled, no change. Still no "Wait To Start l" light.
Plenty of oil, installed 2 new batteries, all connectors clean.
My OBD-ii reader does not get any communication from the truck, does get power though
Thoughts? Now the Hydra does comes on, that means the PCM Must be getting power

All fuses are good, swapped all breakers with the set in my parts truck and the diodes. Still nothing.
No WTS light, new batteries, oil level Full, could it be the fuel heater even if it didn't pop a fuse?

Go all out and unplug the fuel heater and replace the fuse.
