Pulley wear and misalignment can make the belt chirp on the smooth side as the belt gets slightly deflected then "skates" back into alignment. If wetting the belt stops it, check the pulleys to make sure they're all parallel to each other.
I am thinking either idler pulley or tensioner. Remove the belt and give those a fast spin. Even by hand you may be able to hear something. Both are cheap and easy to replace.
Check the others with the belt off as well. AC pump, alternator... check for in and out play on the pulleys as well.

Well, I fired it up to spray some water on the belt and it's running beautifully without the noise. Ha. Wouldn't you know it. Last Thursday it sounded fine. Friday to yesterday (Monday) it made that belt sound. Today sounds quiet and brand new. Who knows? Ha

Look closely at how well centered the belt is riding on the water pump pulley. Also look closely at the two belt tensioner halves. I've seen them go bad where the two halves start to become separated also causing a belt mis-alignment when the front part holding the pulleys droops down.
