You could drop the tank. Might want to anyways, since it was used as a dump truck and since it is 28 years old.
You could also connect to the fuel injection test port such that turning on the fuel pump would send fuel out of the test port into a container of some sort.
Was looking at dropping the tanks yesterday. Pretty good access. I lifted and locked the dump bed before I shut it down.

I usually let the fuel pump pump it all out if there isn't a good reason not to. This goes into gas cans usually. Then the tank is much easier to manage. If the fuel is a bit old, I'll spike a little bit at a time in lawnmower fuel etc. just to get rid of it safely.
