That is a a/c line/core support rubber separator grommet. AKA "Retainer, a/c line to radiator support".

A fellow FTE member says...I took a length of 3/8ths fuel line and split it and lined the hole with it. Now if the line rubs it rubs rubber hose to rubber hose. just an idea.
