1991 F-150 4x4 5.0 E4OD transmission.
Had my transmission rebuilt and has shifted hard ever since, had it back to the tranny guy many times and he is convinced it is an electrical issue as in the ECU. Any suggestions??

What does the trouble codes say?
As a precautionary task, Id replace your TPS sensor since the computer uses that to compute shift points and pressures.
Just because it's new doesn't mean it's good. You can test it with a multimeter to look for open-spots in the travel. You might also think about opening up your ECU and look for leaking capacitors, since that's the main malfunction of these ECUs. It's pretty obvious if it's leaking.
He has taken the tranny out twice and checked everything and says it’s good. I’m not a transmission guy so I almost have to take his word for it. Before it was done, it shifted fine other than it would slip while it was warm in OD. Getting to the point where it is very annoying and I want to drive it!
My processor had bad capacitors and I was fighting an engine miss
My trans shifted hard as well (E4OD)
When I replaced the processor, my miss was fixed, and the trans now shifts smooth (bonus)
I thought someone had installed a shift kit in it before I got it all those years ago
You might want to check your processor for your capacitors leaking electrolyte and eating the circuit board
